The question is, why was Sharon assigned to watch over Steve in the first place? Fury already had Steve’s apartment bugged; if anything happened, Fury would know about it even before Sharon called it in. Protection? If someone broke in and overpowered Captain freaking America himself, chances are Sharon on her own wouldn’t have been able to stop them either—could she have stopped the Winter Soldier if he’d gone for an up-close kill rather than sniping Fury from the opposite building? No way.
So if she’s not there to spy on Steve or to protect him, why? My guess is emotional manipulation. Here’s a guy from the 1940s thrown into the 21st century, in shock after the trauma of losing basically everyone and everything he ever knew, and on top of that he’s a war veteran showing symptoms of PTSD—and the world depends on him to save it from rogue gods and aliens and who knows what else. That’s not a man you’d dare leave to muddle through things on his own, but what can you do when he refuses to talk about it and declines every offer of help or therapy?
Solution: The nice girl next door. Someone his age (the age he considers himself to be), someone he can relate to, a nurse like his mother—she works in the infectious disease ward just like Sarah Rogers did, imagine that! Steve can’t help admiring her bravery and selflessness in caring for her patients, knowing what it cost his mother. She even reminds him of Peggy, the way she smiles. Just seeing her reminds Steve of why he keeps fighting, why he keeps going back to S.H.I.E.L.D.: to keep people like her safe.
And then it turns out it’s all a carefully crafted lie to give him a reason to get out of bed in the morning, put on his uniform, and do Fury’s dirty work. If I were Steve, I’d be pissed too.

Depends on where you’re standing.#no joke probably my favorite scene from this movie#that unnamed launch tech has no way to protect himself – this is runlow this is strike#he has no idea if he can depend on the people //around// him to protect him#but he still says no i’m not gonna do that#and he’s scared he’s so scared they all are#but shield isn’t some faceless shadowy organization (or //just// that)#shield is these people – these techs – these agents – sharon#they believe in something greater – not loyalty to captain america but to the ideal that he represents#a better world – the work they were doing (thought they were doing – //were// doing) despite hydra#and they’re gonna keep doing that – fighting for what is right standing up for what is right#and that starts right here with this one simple gigantic refusal#he stands up to the biggest toughest guy the one who could kill him easily and says no (silvertons)

like please can we just talk about how sharon’s sidearm of choice is an FNP-45 Tactical
this is a huge fucking gun, okay, it’s built for serious use and re-use and is designed for high-volume usage, it’s not only exceptionally accurate it’s also BUILT FOR USE AS A HOME PROTECTIVE WEAPON, it’s got several features that allow for quick release of the safety (aka “cocked-and-locked” aka she can lock it down WITH A ROUND CHAMBERED for safety AND incredibly quick response times)
it’s not a “lady gun” it’s not a small-caliber weapon that’s easy to conceal it’s A SPORT WEAPON WITH A PINDOT SIGHT it’s meant for people who take pride in being a good shot and intend to defend themselves at all times. it’s HEAVY and HUGE and favored by people with who have substantial history and experience with firearms.
literally by her choice of sidearm (because there’s no way a gun like that is SHIELD-issue), Sharon presents herself as a pro-active person, front-facing and aggressive, willing and able to defend herself, educated and CAPABLE AND KNOWLEDGABLE.
