Hydra figures out a way to de-serum Steve and proceeds to make the fatal mistake of underestimating him. They think just cuz he’s tiny, he won’t be a threat. They think if they take away his voice and humiliate him by carving their sigil into his chest, he’ll lose the will to fight.
